The breed standard calls for a tail to be docked with approximatly 40% remaining. Can a dog with too short of a tail be shown? Is that a disqualification or major fault?

No, I have seen a dog with a very short tail finish, it was a very nice dog & well balanced
How short is the tail?? It can be a slight detriment, but if you have a very nice dog that is balanced you can finish it short tail or not. (length of tail can affect over-all look, outline of dog, hence need for a well balanced one)

I would think that if the tail set is good it will be okay.
But.... what do I know?

No Francine, you are correct, if the dog has a low tail/sloping croup, a short docking will accentuate, hence accentuate over all appearance or outline of dog.
