What is the best way to secure quail wings to a canvas dummy to be used for training.

My bumpers have elastic bands sewn onto them that you can use to attach the wings. So, you could try sewing elastic bands on (you can get the elastic from a material store), or buying bumpers that have the elastic bands (which is what I did).
