Puppies pee after they eat, sleep, play, etc. At that age they have to go out allot, like once every hour. Since it is cold you might want to try a litter box next to the door. It will make it allot easier to potty train and they transfer from a litter box to outside seamlessly when the weather improves. You can use the same type of litter box used for cats. I would recommend pine shavings, pellets, or the wheat based litter for cats as they are not as messy as the old clay litter used for cats. Dogs will take to it just as naturally as cats.

Congrats on the new pup! When Bella was a little squirt (no pun intended HA) when she was active and playing...it wasn't unusual for her to start showing signs she needed to go every half our or so (sometimes more). Since your puppy has another dog to play with...the excitement and stimulation could be making her feel the urge to go more (and remember she can't yet manage to hold it physically). Bella also grew up in a bitter winter last year, so I often had to encourage her to go more than once while outside even though we were both miserable as since she was in a hurry to get back in she wasn't fully emptying herself. This was especially so after she learned what was expected of going potty outside. She knew what I wanted and attempted to give it to just enough to get herself back into the nice warm house. I know it may feel silly at first, but for Bella...she simply couldn't regulate her body temperature yet and we had some pretty bitter days...so we did give in and buy her a coat. It made her feel much better outdoors. Even the husband (anti-dressing up dogs) agreed she needed it. She's over a year now and still has one for days like yesterday when it was single digits.
