pixie you would like my girl, Belle, if you like the bigger bitches. She is 24 inches and most folks mistake her for a male because of her size until they really look at her. Halo is also a big bitch, right at the edge of the upper side of the standard. It hurt her a couple of times in the ring, but most of the time was not an issue. Funny I always wanted a bitch in the middle of the standard and didn't get that until Fauna. I love her size too. Of course, Ringo is a big boy. I love his size, but he is tall and lean.
I missed that the OP had another dog. That may very well be the issue especially if the other dog is more of the alpha. I would separate them when they eat to see what happens. Easy way to test if that is an issue.
