I hope I don't sound completely dumb but here goes: My dogs are both unfixed because we plan to breed them.  My male, who is neurotic to start with, follows my female around CONSTANTLY, sniffing her butt, licking everywhere she sits.  He does this every day, not just when she's in heat or coming into heat.  When he does this he does this strange jaw-clicking thing.  What exactly is this?

I might mention that these dogs are the first I've had in about 25 years and that one came from the shelter already spayed.

The jaw clacking is him testing her scent to see if she's ready for breeding. Most experienced stud males will only do this when a female is in season. Sounds like your male just isn't knowledgeable yet.

Your dog is responding to your females scent, which are called pheromones. Even when she is not in heat, a female still produces certain pheromones which will attract some dogs more than others. When your dog lifts his head and chatters his jaw, sometimes they will also foam at the mouth, this is the way he processes the scent over the olfactory lobes in his nose. This allows him to determine how close she is to estrus. I'm assuming that he is a younger dog, because older more experienced dogs will know what is the best time to pay attention to a female, and tend to save up their energy and advances for when the moments right, Hope this helps, and it's not a stupid question. I hope this part is a joke "My male, who is neurotic to start with,", but as to the other, how old is the female, she may be starting to come into season, if so be prepared for three weeks of fun.

I didn't mean neurotic in the clinical sense, he just does some silly things sometimes. Our female was just in heat back in December, so she's not quite due yet. I suppose what I meant to ask is why does he do it all the time, not just when she's in season, and I appreciate everyone's answers. He will be 2 on the 29th of March, and in a lot of ways is still a big puppy.

OK, you might want to get your female checked for a uti then, sometimes the smell gets males attention.
If there is nothing wrong with her and he still does this maybe he is really neurotic! LOL.

Trey makes a good point. Pyometra can also confuse males and is very dangerous. Doubt that's it, but it's probably worth a look.

I'll second that idea. The first sign that Holly had a post-spaying infection was Adder sniffing around and trying to hump her. Prompted me to take her to the vets and sure enough she needed antibiotics.
