I recently went to a county meeting concerning the Humane
Society and the pet overpopulation problem. I recommended that they actually
address
the problem instead of passing more laws that they cannot
enforce. They asked me what I meant?
I responded by addressing the parts of the county where we
had the major problems. Here we call them Colonia's' . Economically depressed
living
areas. Many of them mobile homes and shacks that anywhere
else would be uninhabitable. A place where you can go anytime of day and see
female
dogs roaming, full of milk, with five or six puppies in
tow. Stray dogs running in packs at every corner. Dogs in every yard, loose,
that will run out
barking at you when you pass by. The current County leash
law is a joke in these areas. These people (at least most of them) do not
get animal
licenses. They do not give their dogs
shots. Last of all, they do not spay or neuter. You can
understand why when you realize that most of
them spend most of their waking hours wondering where their
next meal is going to come from. I think it would be safe to say that 85% of our
animal shelter dogs and cats come from these areas. My
recommendation was to send a free spay/neuter
clinic van down there every weekend.
Hire a band & give out free beer. However,
to enjoy the festivities you have to bring in a dog or cat and
have them fixed. After we get the majority of
these animals sterilized we will be able to release most of
our animal control officers and pay for the entire program with the savings
we will enjoy.
I noticed that a lot of people were grinning in the meeting
but no one really wanted to respond to my ideas.
The idea of making responsible pet owners buy city &
county license to own a dog. Require all responsible pet owners to buy a permit
to have a
litter of puppies. Require anyone having more than three
dogs to buy a kennel license. With all of this money they will hire more
officers to patrol
the parts of town that we DO NOT have the problems in. It
is much to dangerous & time consuming to patrol the
Colonia's'.
And they win again . . .
