Below is the response from Costco to my puppy owner.
I have included the text as she received it and an admission that ingredients do indeed come from China.

Let me start out by saying that I am not a fan of food products with ingredients from or manufactured in China. Unfortunately, when it comes to vitamins, companies likely have little choice. I remember reading several years ago that most vitamin C comes from China. The same old story. China dumped the price with gov't support and most plants outside of China could no longer compete and either went out of business or at least stopped making vit c. Now things may have changed and more companies may have opened those lines back up again with the raised public awareness. I couldn't spend a lot of time reserching it at the moment as I'm at work so was only able to locate one reference at this point, not something with actual current % of where this this being manufactured. http://www.answerbag.com/q_view/13590 But at least Costco provided an honest, quick answer and actually went all the way down to the microingredient level.
