A more recent (and even more comprehensive) review of spay/neuter was in JAVMA, which is the leading peer-reviewed veterinary journal in the US.

Thank you so much for sharing this wonderful research summary -- whether or 
not you are facing spay/neuter legislation in you area, this is an important 
article for every breeder to read -- I have already bookmarked it in My 
Favorites.
 
My own puppy contract specifies that any dog I sell cannot be spayed or 
neutered till over one year of age. You would be surprised at how many vets  scare
puppy owners by all sorts of horror stories of why their puppies should be 
spayed or neutered as soon as they have all their shots. In every litter it 
seems I end up arm wrestling someone into letting the puppy gain some maturity 
before spaying or neutering.
 
This article is exactly the information I would like to share with my puppy 
owners.
 
I hope I never have to use it to defend against some discriminatory  anti-pet
legislation.

Here  is a very informative study on early spay/neuter.  Please take these 
with you to the meeting tomorrow or fax or email them to the  Councilpersons. 
Perhaps, one or more of them will read it and act  responsibly.  If you do not
live in the LA area, please fax or email  anyway and keep a copy of this on
file.  If this passes in LA, it will  be in your backyard VERY SOON!
