It still scares me that this really isn't the issue. This is how the AR people work, they start with a bill that is so outrageous and then "compromise" it down so "we" feel like we won. The problem is that once a bill is law no matter how diluted it is, this law can then be changed without a vote. The real issue that we must remember is the incremental taking away of our rights and freedoms. The fact that even as population has increase in CA for the last 15 years the number of animals euthanized has had a steady decline. And many if not most of those animals are old, sick and injured. I am glad to hear that Faoro is out. I wish they would get John Hamil back in as the President!
 
Missy will be posting an Action Alert for the CA residents soon on the GSPCA website (she will let us know when it is posted on thie list). The alert is for us to contact our Vets and ask them to contact their CVMA Delegate for a vote June 22 to withdraw support of this bill at the Veterinary Convention. in CA.. Leita

Hi Jack--yes, I'm aware.  In fact I just got back from a meeting with CVMA's president Ron Faoro.  He has only 8 more days left in his presidency.  He announced that he just finished meeting with Levine yesterday and CVMA got Levine to agree to all the new concessions CVMA wanted.
 
Namely these 3 new amendments to the bill are:
 
1.  Initial spay/neuter date is 6 months, with a 3 month extension ok with a note from your vet, and a 2nd 3 month extension is also permissible---giving the dog up to a year.
 
2.  ALL owners can purchase an intact permit from their county (for a 'small' annual fee) if they don't want to spay/neuter their dog/cat.  This applies to mutts as well, no proof of showing or registry required.  Breeders without a commercial license will be (technically) limited to 1 litter/year.
 
3.  NO veterinarian will have to report any non-compliance and their records may not be reviewed/used by animal control.  This was always understood, but now will be actually written into the bill.
 
The bill is mainly supposed to be a tool for local animal control officials to have a reason/law in place so they can go after the backyard breeders in their community who dump litter after litter off at their local shelters.  Many are pitbull fighting breeders.  Now it will be 'illegal' for them to have more than 1 litter/year and must have paid for intact permits.
 
This is hot off the presses--no one has this info yet.
