Deb Orpen Pennsylvania Taking Action to Protect Dogs, Improve Kennels On January 23, 2008, Special Deputy Secretary Jessie Smith presented a new preliminary draft proposal for new legislation and regulations to the Dog Law Advisory Boad. These new proposals were developed from more than 16,000 public comments on a previous dog law proposal, and are designed to improve the health, safety, and welfare of dogs in kennels.
